Winning the War in Europe and the Pacific_1945_SecWar Report – The “Biennial Report of the Chief of Staff of the United States Army 1943-1945, to the Secretary of War.” This is a 123-page report I found in a consignment shop in Rhode Island and purchased for $9.00. The attached PDF contains two elements: the first is a few pages of the introduction by the Chief of Staff of the Army, General George C. Marshall. A brilliant strategic mind, Marshall was not only interested in why the Allies prevailed in World War II, but in dissecting why the enemy failed to achieve their political objectives. To that end, Marshall reports that he directed General Eisenhower to have his intelligence officers interview all captured high ranking German officers on their personal perspective on “the steps to the German defeat.” Seven are listed. The second part of the PDF document is the overall “Strategic Concept” for victory in Europe.
